semantics of CASL v0.97 is ready, except for libraries

The semantics of CASL v0.97, except for libraries, is available from

This document will be installed as CoFI Semantics Note S-6 on the CoFI
WWW pages once the the semantics of libraries is ready.  This is
expected to be towards the end of July.

Included are recommendations for certain minor changes to CASL.
